Pre-1900 patient records for the former Willard State Hospital have been transferred by the NYS Office of Mental Health to the official custody of the New York State Archives. However, requests for access to the records should be directed to the following address:

Binghamton Psychiatric Center
NYS Office of Mental Health
Health Information Management Unit
425 Robinson Street
Binghamton, NY  13901

Access to the records, regardless of date, is restricted by the Mental Hygiene Law, Sect. 33.13. That section gives the Commissioner of Mental Health authority to control access to patient records of OMH facilities.

We have had a request for information about a patient who was admitted to
Willard State Hospital in Romulus, Seneca County, NY, in 1889.   Does anyone
know where the records for that institution would be today?
